Bug Description
Steps to reproduce:
1. Open gallery app
2. Navigate to your photos
3. Tap on any picture to view
4. Tap again to invoke the header
5. Tap the action menu on the left in the header
6. Select the SHARE PHOTO action
Actual result:
The content hub is invoked with Facebook and Messaging apps
Expected result:
The available destinations in the content hub should include WALLPAPER. This way user has an easy way to add content and change backgrounds.

Why Wallpaper when the setting is Background, I would expect these to be consistent
We have the reverse functionality to pull the images via settings.
Usability reported this as Medium, "Change background for the phone was easy" and 1 participant failed the task.
