Undo redo icons in edit mode should be enabled when actions are possible

Bug Description
Select a photo and go into edit mode.
The header presents two curly arrows facing up and down.
Click on the arrow and nothing happens.

AFAIK the icons in the header are not for rotating but for undo and redo. IMO they should only be visible if there is something to undo or redo to avoid confusions.
