natural scrolling defects

Bug Description
The 'natural scrolling' option in the Tweaks tab only works partly.
1. When it's on, the vertical scrolling in firefox, gedit, nautilus, etc, works well, while the it doesn't take effect in 'ubuntu tweak' the program itself (I guess it's qt).
2. The horizontal scrolling is not affected by this option.
PS: when I run 'synclient -l', it returns:
VertScrollDelta = 111
HorizScroll
They are not negative values. I'm wondering what does the program do to realize the natural scrolling.
