Bug Description
Recently, we've started importing same files a few times because binary packages for different architectures finish building at different times, when we have already imported all the files from a previous build. (Our queue is optimized to do only a single, latest upload by the same person to the same place, so if all uploads happen at the same time, it will be fine; it wasn't a problem since imports were processed much slower before.)
This is putting unneeded stress on our servers, and will cause multiple notification emails to be sent out (which is going to be worse now that bug 286359 is fixed).

Could we sensibly take just the first upload for a single arch? or are there arch specific translations?
