Bug Description
Most of the language pack tarballs (especially delta ones, which are generated every few days) are never used and just sit there taking disk space in librarian. We should track which ones are ever used as "base" and "delta" language packs, and expire the older unused ones.
Current disk space usage (as of January 7th, 2009) is around 38GB for language packs.

Some 19 months later (today), we are at 114GB. While we are not critically abusing librarian, it would be nice to get this sorted out.
