Bug Description
The current Welcome translation says "Tervetuloa NearBy-laajuuteen", which is incorrectly using a non-comprehensible and wrong translation for scopes. It should be "Tervetuloa NearBy-näkymään" to be consistent with the rest of the system.
I'd also vote for translating the untranslated scope name so that "NearBy"="Lähellä". This would make the welcome text "Tervetuloa Lähellä-näkymään" and have the "Lähellä" text as the title instead of NearBy. This translation has been agreed with the top two Finnish translators of Ubuntu Phone.
Neither of these seem to be translatable at https:/

Hi,
This phrase is provided by the so-called "hints" scope. The hints scope provides quick start info for some aggregator scopes.
I have added your translation.
This will be available in the next release of hints scope.
Thank you for pointing this out!.
Regarding the second point: "NearBy" is considered a word that identifies the scope in a brand-like way (like "Firefox", or "Facebook") and so is not translated.
