Bug Description
The Ubuntu translations stats server uses Django as it's backend, which fully supports internationaliz
In order to achieve this we need to:
- Mark strings as translatable in the html templates
- Figure out how the scripts to update the .pot file and to update the .po files in Django work
- Set up translations in Launchpad for the project
