system wide scaleable fontsize

Bug Description

The font size of the UI is not very confortable for everybody, especially un the bq Aquaris4.5.
For those 40plussers like me, who need glasses to read newspapers and books, the "smart" part of the smartphone is unuseable without reading glasses.

pushing up the GRID variable by executing
"printf "start on starting dbus\nexec initctl set-env --global GRID_UNIT_PX='new value'\n" > ~/.config/upstart/gu.conf"
helps a bit, but looks pretty ugly at all, because it seems to affect only the icon size, not the font size.

It would be great if there were an easy way to customize the appearance of the UI.

What about "Themes"? Isn't this (planned or implemented as) a core design feature? Because OEMs may want to customize their
handset's appearance, which is also demoed with a "blue theme" on http://www.ubuntu.com/phone/partners
There could be a theme for 40+ that has larger font size and other UI elements.
