Server: xenial/yakkety named not installed

Bug Description
Server ISO tests at [1] the Xenial and Yakkety test cases do not appear to install bind9 or have the named service running after install. This causes the dns-server test cases to fail.
The install uses a preseed to install via: "tasksel tasksel/first multiselect Basic Ubuntu server, DNS server" This does not appear to be working. During the install of trusty for example you can see the apt-get command for the dns-server:
Aug 2 06:26:08 in-target: debconf (developer): starting /usr/bin/
However, here is output from Xenial, sans dns-server:

I just completed another install with one change to the pressed after the conversation at [2] about short names. The result was named/bind9 was successfully installed and running after the reboot, per a `pgrep named`.
Original:
tasksel tasksel/first multiselect Basic Ubuntu server, DNS server
New:
tasksel tasksel/first multiselect server, dns-server
Calling it a week, and out at sprint next week, but the following I will begin to change all the various tests to use the short descriptions over the long descriptions.
