queue does not show bugs on non-Ubuntu projects

Bug Description

The sponsorship queue currently only lists bugs with an open task on the ubuntu project. This means that, e.g., backports requests for sponsorship (e.g. https://bugs.launchpad.net/hardy-backports/+bug/897383) do not get listed.

Looking at the list of open bugs with ubuntu-sponsors subscribed (https://bugs.launchpad.net/~ubuntu-sponsors/+subscribedbugs), it looks like there are a lot of false positives in there - for instance bugs with an upstream bug task where the upstream bug has not yet been closed. This may mean that the best solution is to have a whitelist of projects/project groups to display.

Alternatively, there are few enough requests that they could be processed by hand before we turn this on.

This will become more relevant for backports as we implement the new pre-release backports policy just approved by the TB, as the backports pocket will see more sourceful uploads that require sponsorship.

I just went through all of the bugs that showed up on https://bugs.launchpad.net/~ubuntu-sponsors/+subscribedbugs due to open tasks on projects other than the "ubuntu" project. Most of them were bugs with an upstream bug tracking task where the bug had been fixed in Ubuntu, so I cleaned those up.

The only remaining open non-ubuntu bugs with ubuntu-sponsors subscribed are bug #897383 and bug #853511, both of which should show up on the queue.

Given this experiment, I think it makes the most sense to show all open bugs with ubuntu-sponsors subscribed. It will require a little extra subscription gardening for sponsors, but I think that can be adequately covered with a quick mail to ubuntu-devel.
