Today Scope weather shows wrong location / unable to set manually

Bug Description
For privacy reasons and Battery saving, I have both Location detection and GPS switched off.
In the weather app, I have my hometown as a default, but in the "Today Scope", it refers to a different location, and I can not change it. I want the Today scope to show the weather in my hometown, or be able to choose a place manually.

This is very annoying, for me the location is rarely correct even with location enabled (not gps though), this will usually give me a position which is off by 600-1000km in south direction, which may result in a temperature difference of 20 degrees celsius in winter.
For this reason, I'm not using the weather part at all, as it doesn't show anything relevant and on top of that doesn't even show which location it uses, which is also a big problem.
No need to say, this problem affects every other location based scope as well, rendering them all useless (for me).
