Bug Description
Hi,
We currently only set sync-host which then becomes the proxy's upstream. If there are connectivity issues upstream (mainly to us), this causes a brief outage. Perhaps we can have the ability to configure a set of local peers to improve the service reducing outages. E.g. aws-ap-southeast-2 would have a couple of peers with aws-ap-southeast-1 aws-ap-south-1 etc.
This will also be useful for when we set up full push mirrors in various "hot" regions.
Obviously more thought required.
