I suggest that there should be a whitelist or some other mechanism to prevent bad data input causing this to add spurious tags and comments on other projects bugs.

These are caused by users tagging bugs on there reports -- clearly the bugs cited are spurious, but the bot doesn't know that. It just tags anything entered in on the tracker. It's probably simpler to remove the spurious results on the tracker than it is to control the bot.
