I haven't looked very closely at dl-ubuntu-test-iso but this particular bit seems outdated.

f.add_variant(ARMHFPreinstallVariant(archs=["armhf+raspi2"], isoname="preinstalled-server", suffix=["img.xz"]))

There are now also arm64 images and since focal they have been renamed to $arch+raspi not raspi2.
