Change CONFIG_IBMVETH to module

Canonical, we also need this fix backported to Zesty.

CONFIG_IBMVETH=y is already set in Zesty (tag Ubuntu-4.10.0-29.33) and also in artful tip of the tree.

Setting to "Fix Committed" for Zesty since the change was to set CONFIG_IBMVETH=m, and also the annotation file needed to be changed accordingly. The changes were applied to Zesty master-next branch and will be available on the next zesty kernel release.

This bug was fixed in the package linux - 4.11.0-13.19
