Bug Description

Currently if you visit https://openstack-ci-reports.ubuntu.com/ it redirects you to https://openstack-ci-reports.ubuntu.com/artifacts/index.html. This page is confusing as to whether the service is being used in any way, as it includes a lot of links that are all to pages that return a 404.
