[ec2-test] test-instance of user-data tests may run too early

Bug Description
The fix for bug 613309 means that the user-data scripts may run much later (after apt-get update and such has run). As a result, test-instance may run before the test has had the chance to run.
This shows itself when the console tests pass, but the test-instance tests fail.
The reason for that is that the console is grabbed much later, then tests applied to it.
