S4 resume takes too much time in UME

Description:
when S4 resume, we found that it took about 47 second. Compared with moblin resume time 27 second, this time is too long and open a bug to track this.
Reproduce Step:
(1)boot to systme
(2)press power button to make it enter S4
(3)wait for S4 wakup
(4)count the S4 wakeup time
Expected result:
27 second as moblin

test this bug in UME rc, and found the resume time is 45 second. No obvious improvement
