Cold boot time violates compliance standard

Summary:
Requirement # 3.3.7.4) When the platform is Cold booted (i.e. when device probe, etc is required), the time from user pressing power on button to desktop UI being fully responsive <= 37 sec

Our current boot time minus POST and BIOS is 50 seconds

Steps to Reproduce:
1) Boot device cold
2) Ignore POST and BIOS load times

Expected result:
37 seconds or less

Actual result:
50 seconds
