Bug Description
as in the title. If I then run sudo apt update - it showed 47 updates available, this was after running the Software Updater, and apt successfully updated everything. The Software update checks and loads updates, but doesn't actually update anything.
Specs: Ubuntu MATE 23.04 (development branch)
intel i7 - 3770SCPU at 3.1GHz (2 cores)
4 GiB RAM
in a Virtual Machine (Oracle Virtualbox)
uptime 1:20

so software updater is not really working. I have the same issue with 22.04.2, should I open a new bug for that?
