Partial Upgrade Warning - Can't install ubuntu-mate-core

Bug Description

I had a warning about a partial upgrade. I always update via cli, but today the Software Updater popped up with a notice that the updater could only do a partial upgrade. Only Google Chrome is in the custom PPAs. When I tried to do the partial upgrade I got the error message that is in the screenshot.

I tried to run the updates in Synaptic, and it would have removed several important applications/system files, such as ubuntu-mate-desktop. When I run sudo apt update I don't get that message so that is why I don't know when the problem upgrade first appeared.

sudo apt full-upgrade also displays the issue

Happened again. Ubuntu MATE 23.04, intel 17, 16GB RAM. Cannot finish partial upgrade due to the stated error.

Happened again. I blew away the VM and re-downloaded the Ubuntu MATE 23.04 daily build on 12/02/2023. Checked file integrity.Created a new VM. Then ran sudo apt update and upgraded 850+ packages. This issue reappeared with latest build on Lunar.

Update: I installed a missing dependency

sudo apt install pipewire-alsa

then reinstalled ubuntu-mate-desktop as that was removed during the partial upgrade after installing the dependency.

I am no longer getting the partial upgrade warning. I am keeping this bug open as I don't think I should have had to find out why or what broke doing upgrades daily through apt. New users would never know what to do if this happened to them.
