System runs into emergency mode if SSD is missing

Bug Description
Ubuntu-MATE 22.04 runs into emergency mode with command prompt, when I detach SSD, which is defined in /etc/fstab. Version 20.04 worked OK in the same situation. My hardware is Raspberry Pi4/8GB. SSD is attached into USB3 port. I use ArgonOne box.
My action sequence is:
- detach SSD
- turn power on
- have the effect, pointed above
- shutdown OS using 'shutdown' command.
- attach SSD
- turn power on
- system loads GUI OK.
