mincore04 in ubuntu_ltp_syscalls failed with T-3.13 (TFAIL: mincore reports 0 pages resident but 3 pages locked by child process)

Issue found with T-3.13.0-193

This failure should not be considered as a regression, as we didn't run ubuntu_ltp_syscalls on this kernel until we have openstack support added recently.
