cgroup in ubuntu_ltp_controllers failed with J-oracle (TBROK: 'tst_cgctl require' exited)

When testing the LTP update (LTP 20230516, commit 3ebc2dfa85c) on Oracle cloud.

The cgroup test is now failing with J-oracle 5.15.0-1037.43:
