Bug Description
Issue found on Groovy oracle 5.8.0-1014.14
Test failed with:
++ sudo docker run ubuntu:bionic /bin/sh -c 'cat /etc/lsb-release | grep CODENAME | cut -d '\''='\'' -f 2'
docker: Cannot connect to the Docker daemon at unix://
See 'docker run --help'.

As I can see this failure back in history, I won't call this a regression.

This issue does not exist in Groovy generic kernel and other Groovy cloud variants (google / azure / aws)
And it does not exist in other oracle kernels so this is not an environment issue for oracle cloud.
