These tests:
    * fib_tests.sh
    * fib-onlink-tests.sh
    * fib_rule_tests.sh

All failed on Cosmic KVM kernel with RTNETLINK answers: Operation not supported:

Issue found on B-5.3 generic kernel with google cloud (didn't see this issue with other gcp / gke cloud kernels)
