panic using ubuntu image with snapd to create uc22 image

Bug Description

I see this panic while building the uc22 image. Ubuntu image is built from master. This is trying to build using snapd from master too.

This is due to latest changes to snapd for handling the min-size bits. We're trying to resolve it.

This should be fixed in the current 3.0+snap10 version from the edge channel. Can you try and confirm this is resolved?
