Toolbar contains back button even for first page of page stack

Bug Description
The toolbar contains a back button for the first page in the page stack, even though there's no place to go back to.
A related issue is that the toolbar shows up even when there are no items added to it. I don't know if that's because the unnecessary back button counts as item, forcing it to display, or if it's another bug.
This is seen on the 12.04 desktop with the SDK team PPA.

Running on trusty on desktop with a pagestack, I also see a toolbar on the first page on first launch with a back button.
