Downloading an image from webbrowser-app doesn't open filemanager-app

Test case.
- Open webbrowser-app.
- Go to http://apod.nasa.gov/
- Right-click on the image.
- Save the image.
- Choose an application to download the image.
- Select filemanager-app as the application.
- After the image is downloaded, a notification appears.
- Select "Open".

Expected result.
- filemanager-app is opened and user is presented with a "Save" option.

Actual result.
- filemanager-app splash opens, and then closes.
