File manager occasionally gets stuck at the application startup animation, especially during automated testing

Bug Description
This issue is hard to reproduce manually, but usually occurs at least once per autopilot test run. What happpens is that the application starts and we see the 'dots' animation, but while the test continues (as seen in the autopilot verbose output), the UI has not been drawn yet. Eventually the test fails, as you would expect if the UI is not present. Of course we need to work on the test side to make it so it's easier to tell that this is what has happened, but certainly this is an application issue (albeit one that's difficult to reproduce manually).

Using image #81 on mako, I am running the filemanager tests and one one test it sat there at the dots loading screen and test failed.
