apache amd64 image fails with jk_log_lock error on M1

Bug Description

We have an Apache image built from ubuntu:jammy-20230804 with the attached dockerfile. If this is built with arm64 architecture then it runs on M1 with no problem. If the architecture is changed to amd64 then apache fails to start with the error:

Operation not supported: mod_jk: could not create jk_log_lock
AH00016: Configuration Failed

I've tried all of the Mutex settings that I can think of in apache2.conf with no success. I always get this error.
