Steps to reproduce the issue:
* Install Ubuntu 23.04, or Ubuntu 23.10 (both have been tested).
* Do NOT click on the "Restart now" button that automatically pops up at the absolute end of the installation, or you have to restart the installation all over. Instead, shut down the system, for example with `shutdown -h now`, or click on the "Continue testing" button (both method has been evaluated). See ubuntu-1.png
* Shut down the system manually by clicking the "Power Off..." button. See ubuntu-2.png
* The system will not shut down, it will be rebooted. This is especially not desired if you are creating disk images that can be used for development to evaluate the default behavior after the installation. See ubuntu-3.png to ubuntu-
