Locked versions of accomplishment icons should be provided by collections

Bug Description
Currently when the daemon starts it copies all available icons to a temporary directory, and creates it's copies with a 'lock icon' overlay applied. This data is static, and therefore it should be provided with the collection instead of taking daemon's time and resources, adding additional dependencies on image manipulation libraries.
A better solution would be to create a tiny script which does the same conversion and is provided with the accomplishment collection. Then we would ship -locked images alongside the original ones, and the daemon would use icons from the collection rather than from the cache directory.
