webui: no way to get the list of packages in the golden PPA

Bug Description
At present you need to somehow know the address of the PPA for published packages created by CI Core. As a first pass to fixing this, let's create a navbar button that links off to "Published software", the URL pointing at the PPA address on Launchpad.
In the future we could use the Launchpad API to present this information within the webui styling, but that would seemingly require an intermediary to deal with the cross-site scripting issue (unless LP can give us JSONP data).
