Bug Description
RPI images must not use net.ifnames=0 as Ubuntu uses predictable network names everywhere.
It seems like Bionic & Focal Classic images are affected.
But I don't know if it's too late to fix / change that, or not.

note that this means you also need the default netplan file to not hardcode eth0 anymore (at least in core16/18 there is a default 00-snapd-*.conf that uses a fixed devicename to always default to DHCP on wired network (not sure about core20) so user-less appliances work OOTB without having to do any user/network configuration) ...
