[Bantracker] request: quick bantracker summary through query

Bug Description
When a user enters #ubuntu and swears, floods or trolls immediately, I usually just /remove because 99 times out of 100, they don't return any time soon.
However after seeing one this evening that did, I was wondering about a "/msg ubotu history nick"
Ubotu would query the bantracker based on nick & hostmask, and reply back with a few statistics, for example total/frequency of kicks/bans to give the operator a very quick indication of whether this user is repeatedly being a problem, wherin in the situation above I could then place a ban as well as the /remove without taking the time of logging in to bantracker, searching on username, searching on hostmask then reviewing.
