Bug Description
If the bot only has halfop on UnrealIRCd networks, it will refuse to remove bans as it doesn't know it has the capability.
Halfops are mode +h (Client shows %)

will look at this once I figure how not to break freenode's support in the process. (Unreal ircd uses +q for owner status, while in freenode is for quiets)
