Properly implement "responsive design"

"Responsive design" means the site should look good on devices of all sizes. Although we are using Bootstrap to make this easy, clearly we are not using it correctly because if you resize your window to very small, say 320x480 size, the page is rendered with horizontal scroll bars which will be terrible on mobile devices. This needs to be improved, badly.
