output of config data in json/python format

Bug Description

Charles Kaminski proposed a change that would add a web page (perhaps /running.json) which would output the running config values in json/python data structure format.

This bug is to track that request/change. There is a sample implementation provided by Charles in this thread http://groups.google.com/group/txlb-dev/browse_thread/thread/d64aa9650e02a251

Hrm. I think I will add this at the same time as the feature that Jehiah submitted for plain text configuration as well.

However, instead of adding more things to the menu, I will keep the current "Running Config" menu option and create a secondary page with links to all the possible types of config output (just 3 for now).

This will require a toJSON method, analogous to the toXML method that the configuration objects currently have.
