startup errors if ssh is disabled

Bug Description

because setupAdminSSHServer() returns None when ssh is disabled the following error is raised

File "/usr/local/lib/python2.4/site-packages/txLoadBalancer-1.1.0-py2.4.egg/txlb/application/director.py", line 184, in setup
adminSSH.setServiceParent(services)
exceptions.AttributeError: 'NoneType' object has no attribute 'setServiceParent'
