Bug Description
Given the URL to a buildbot instance, there should be a tool that asks for updated builds of all supported builders.
Some other features which force-builds.py doesn't have; these may be appropriate for separate tickets, but since I'm not sure what
* polling buildbot to notify when the requested builds have completed (via its XMLRPC status interface, maybe?) - notifying the user via some GUI (libnotify? a status icon?)
* automatically submitting the ticket for review if the builds complete successfully

I'm not sure what the main request of this ticket is.
The second additional point seems to overlap with #352128. I'm not sure what the desired workflow there is.
