"Resubmit build" button loses test-case-name property

Bug Description
Do a build with a custom test-case-name property. Then use the "Force Build" button on the build page beneath "Resubmit Build". The new build runs the full test suite instead of just the limited test suite from the build being re-done. It should use the same test-case-name as the original build.
