Bug Description
It's common for 45 minutes, an hour, or even 90 minutes to pass between when a change is committed or a build forced by force-builds.py and for the Windows builders to finish with it. This is so long that it significantly interferes with the development process. These builds need to be faster. Many of the POSIX platforms can finish a build in under three minutes.
