storage doesn't mount after unit reboot

Bug Description
There appears to be logic in the "config-changed" hook to mount volumes, but this hook doesn't seem to run after a reboot (unsure if this is something that used to happen with Juju 1 and doesn't with Juju 2, but it's certainly not working now)
So in its current state when a unit reboots, the storage mounted by this charm at deployment is not re-mounted.
We have worked around this with a combination of manual fstab entries and nagios checks to alert when there is no remote mount present at /media/.
