Bug Description
Refresh device and pass OOBE (without SIM)
connected to wifi and check the current location can be locate.
Result: Network based location not work
reboot device and check the location again
Refresh device and pass OOBE without wifi connection (Using 4G SIM card)
connected to wifi and check the current location can be locate
Result: Network based location not work
reboot device and check the location again
This issue also can be found on ww08 image
