Bug Description
STEPS:
1. Flash a fresh image
2. Complete the Welcome Wizard turning off all location settings
3. Complete the edge demo
4. Open here webapp
5. Move to the dashboard
EXPECTED:
I Expect to not see the popup when there is no location service available
ACTUAL:
Access to location request is still triggered even though there is no service for it to connect to.
