Bug Description

No events are registered from Ceilometer as database dispatcher is not set by default.

1. ceilometer event-list (with store_events=true/false)

we only seem to be setting to gnocchi in tht, which overrides puppet default.

    Include database in the default event dispatchers

    since ceilometer still uses mongodb in newton for events, lets set that
    by default.
