Bug Description

On wallaby the mysql, pacemaker inventory groups are not defined on all the environments.
This makes the tripleo-upgrade role fail at https://github.com/openstack/tripleo-upgrade/blob/master/tasks/fast-forward-upgrade/create-overcloud-ffu-hosts-scripts.yaml#L32 and https://github.com/openstack/tripleo-upgrade/blob/master/tasks/fast-forward-upgrade/create-overcloud-ffu-hosts-scripts.yaml#L34

WORKAROUND:
 Created the inventory previous the upgrade and do not generate the inventory file as default.
