Bug Description
In versions >= wallaby, deleting the overcloud and redeploying when octavia is included results in permissions errors on files related to the octavia external deploy steps in the overcloud-deploy path.

Pending a fix, the workaround seems to be "sudo rm -rf ~/overcloud-deploy"
