Configure SNMPD on undercloud also for older releases

Bug Description

We need to have SNMPD configured for all releases down to queens, so that Ceilometer is able to gather HW metrics for Gnocchi. We will basically need to backport [1] down to rocky and then move the feature to instack-undercloud for queens.

    Configure SNMP on undercloud

    Transfering to containerized deployment of undercloud we lost automated
    configuration of SNMP for undercloud. Telemetry stack is now failing to
    HW monitor this node.

    Configure SNMPD when telemetry is used

    Users reported regression of missing SNMPD service. I wasn't able to find where got
    it lost, so made this patch to explicitly configure the service as it is configured
    on newer releases.
